INNOVA Észak-Alföld Regional Development and Innovation Agency Nonprofit Ltd. had been set up in its current legal form in the beginning of 2008, although the agency has been operating since 2005, as a department of Észak-Alföld Regional Development Agency. INNOVA had been established by 6 key regional players determining the regional RDI policies of Észak-Alföld region, like Regional Development Council, University of Debrecen, College of Nyíregyháza and College of Szolnok, Hungarian Association for Innovation and Northeast-Hungarian Regional Development Plc.

The mission of the agency, besides the implementation of the Regional Innovation Strategy is to become the sole innovation centre in Észak-Alföld region operating in a networking model and to achieve acknowledgement at national and international level.

INNOVA formulated more specifically the following direct objectives to be realized in the region:

- to enhance the innovation ability

- to spur market-oriented RDI cooperation

- to develop an innovation supportive environment

- innovative human resource development.

To achieve its mission and objectives the agency provides the following innovation services:

-                     innovation, management and marketing consultancy and trainings

-                     strategic planning, resource coordination and management of decentralised funds

-                     awareness raising, innovation surveys, foresights and analysis

-                     coordination of international projects, project generation and partner search

Furthermore INNOVA is acting as the main implementing body relating RDI issues of the Regional Development Council. INNOVA is acting as preparatory body by the planning of the different RDI related vouchers, measures dedicated to Észak-Alföld region. In addition INNOVA has already gained experience in project planning and implementation in different type of EU projects (FP6, FP7 and Interreg IVC) from coordination to partnering.

The most important duties of the Ministry of Science and Economy include business development and research and innovation policy.

Business development includes initiatives such as attracting foreign investors to the area, providing support for entrepreneurs, creating development plans to support the economy and providing the impetus for innovation networks which establish links between research and business.

By supporting the economy and the craft and service sectors, the intention is not only to create employment, but also to enable young people and elderly jobseekers to find a path into working life.

In the range of foreign economic affairs the Ministry of Science and Economy acts as the co-ordinator for the INTERREG IVC - programme and the respective projects.

The Fundación Comunidad Valenciana-Región Europea strengthens the participation of the Valencian Region in the European Union’s policies and actions. It also promotes a better knowledge of these actions and policies. The Fundación Comunidad Valenciana-Región Europea is a non-profit foundation with an indefinite duration under the protection of the Generalitat Valenciana, the Valencian Regional Government, according to the current legislation.

The objective of the Foundation is to promote the participation of all the sectors present in the Valencian Region in the European Union’s policies and to promote a better knowledge of these policies.

It will offer in particular assistance to the competences of the Consell de la Generalitat, the Valencia Autonomous Government Council, regarding its policies related to Agriculture, Water and Sustained Development, Research, Development and Innovation (R,D&I), Cooperation and Transnationality, enlargement of the European Union, Academic Programs, Education and Culture, Communication and Information, Economic Development and Business, Infrastructure and Transport as well as any other area that might become an objective for a European policy and that is of general interest for the Valencian Region.

The Foundation will try to reach its objectives by using –amongst others- the following ways:

1. A thorough follow-up of the initiatives of the European Union that have a direct effect in the institutional, economic, social and cultural field of the Valencian Region, as well as in any other field that is considered convenient. For this purpose the Foundation establishes a direct communication with the Community bodies that are responsible for these initiatives using the media, material and people it has at its disposal.

2. Promoting and offering information to the civil society, enterprises and institutions about all the initiatives developed by the European Union that have an effect in the Valencian Region. In order to obtain this goal, the Foundation makes use of instruments that allow the civil society to have direct access to these initiatives, i.e. by using all the systems and tools of the information society and especially Internet.

3. Providing training and information as well as raising the awareness of the whole Valencian society about the European integration process through dissemination actions such as congresses, information sessions and conferences and other events to this effect.

4. Offering advice and enquiry services on European matters, including aid, by means of the media and technical and information tools the Foundation has at its disposal.

5. Offering assistance to the different departments of the Generalitat (the Valencian Regional Government) that are responsible for the execution of the Integrated Operational Programme of the Valencian Region 2000-2006. The Foundation also offers assistance to the departments of the Valencian Regional Government responsible for the Community Actions that will appear within the framework of the regional policy and that are derived from the interregional cooperation, sustainable development, urban and rural development and social policies. In the same way it assists in searching participation and support for interregional cooperation programmes as well as promoting cooperation for future regional policies.

All natural or legal persons, public or private persons that have strong bonds with the Valencian Region are considered potential beneficiaries of the Fundación Comunidad Valenciana-Región Europea. The purpose of the Foundation will be of benefit to any group whose members’ identity is not individually predetermined.

The State Regional Development Agency (hereinafter referred to as SRDA) is known in the regions of Latvia as a national regulatory authority promoting regional development. The SRDA is an authority operating under the supervision of the Ministry of Regional Development and Local Government, and it is managing the state financial instruments and the activities of the European Union Structural Funds.

The SRDA is developing and extending its functions and tasks year by year. Initially starting its activities by administrating programmes for entrepreneurs in specially supported territories it currently embraces the implementation of various state and Structural Fund financed local municipality support programmes and has become an important player in promoting regional development.

In the planning period of the EU funds for 2007-2013 SRDA provides the functions of cooperation authority for eight EU Fund financed activities and ensures the implementation of the activities co-financed by the ERDF and ESF for more than 200 million lats.

SRDA is administrating from 2008 to 2010, the grant scheme "Short Term Expert Fund" co-financed by the bilateral financial instrument of the Norwegian government. The objective of these programmes is to address the problems identified in the National Development Plan, by adjusting and improving the infrastructure of local municipalities in order to attract investments and promote the accessibility to services for the population in the territories of local municipalities.

SRDA in cooperation with the Ministry of Regional Development and Local Government is to implementing the project „Implementation of municipal activities to provide transportation of pupils, and support activities connected with it” financed from Latvia-Swiss cooperation programme. The aim of the project is to improve the transportation system for the pupils in the remote areas and the least developed regions of Latvia so as to provide transportation for the pupils between their homes and the educational establishments.

Since 2004, the SRDA has been conducting the first level control of the projects of Latvian partners approved within the framework of territorial cooperation and cross-border cooperation programmes.  The first level control includes an assessment of the accounting, efficiency and correspondence of the tasks performed within the framework of the projects with the planned result,  as well as a check-up of the tangible and intangible assets acquired or created during the implementation of the projects and the activities organized.

An important SRDA action line is the assessment and analysis of regional development including the preparation and publishing of the analytical material "Development of Regions in Latvia" and the SRDA intends to continue this activity. Also the analysis of the statistical information forms the basis both for choosing the research themes and for doing the research. A separate research field is development modeling scenario building and forecasting. It has been envisaged to prepare different development indicator models, to use statistical and expert evaluation methods in forecasting and modeling development.

Since June 1, 2009 the SRDA is in charge of the functions of the Secretariat of the Special Assignments Minister for Electronic Government Affairs, and thus it is now responsible for implementation of the e-procurements and the e-services. The SRDA maintains and develops the state portal www.latvija.lv, where categorised links to Latvian internet resources offer a possibility for a centralized access to various electronic services offered by different state and municipal institutions.

The SRDA also manages the Electronic Procurement System available at www.eiepirkumi.gov.lv. This is the first e-procurement system in the Baltic States, which organizes the procurements in a unified manner.

One of the SRDA fields of activity is raising foreign financial resources and participating in transnational activities, ensuring thus exchange of information and experience and promoting the SRDA objectives more effectively. The SRDA participates in bilateral and cross-border cooperation projects as well as in implementing the financial programmes of foreign countries.

Since 2008 the SRDA ensures the operation of the EU Territorial Programmes Office, under which two information points and three Joint Technical Secretariats are operating. European territorial cooperation programmes are promoting project implementation on the cross-border, country and cross-regional level during the EU structural fund programming period for 2007-2013. Each programme has its own priority areas and territory of operation.

Since 2007 the SRDA ensures the administrative operation of the VASAB Secretariat, the main task of which is to coordinate the cooperation of the Baltic Sea Region countries in the issues of spacial development.

The SRDA cooperates with state authorities, local municipalities, planning regions and other partners involved in the processes of regional development in order to promote and coordinate regional development and contribute to achieving the common goals. One of the areas of the SRDA activities is participation in international cooperation projects in order to ensure exchange of information and experience at an international level.
